Arkansas state code requires a pool fence on every residential pool deeper than twenty-four inches, and the specifics are not negotiable. The fence must be at least forty-eight inches tall, the vertical pickets must be spaced no more than four inches apart, the horizontal members must be far enough apart that a child cannot climb the fence, and every gate must be self-closing and self-latching with the latch installed at least fifty-four inches above ground level. Pulaski County and the City of Little Rock enforce these requirements at inspection, and an installer that misses any one of them costs you a return visit and a refilled trench.
